I've just added the word "Reputation" to the hover text to make it clearer.
The short answer is: neither of what you mentioned (although number of posts does play some role, though not the most important one).
There are several ways to express your gratitude on this forum:
1. Say "thanks for this post" (done in the icons menu at the top of the post, there the date and time is. Looks like a tick (check) mark. Number of thanks everyone receives is stored in the database, but it's not currently shown anywhere except the post itself yet. I may implement this somewhere else later.
2. Rate the post with 4 or 5 stars, same as with usual blog posts on the main page. Note that individual rankings of the posts inside a topic will determine the overall star rating of the whole topic. This is done in the same place as "thanks for the post".
3. Finally, you can increase the user's reputation. This is done by pressing a button that is located below that user's Online status: [Permission to view this image is denied]
(looks like a wreath). You can initially give(or take away) only 1 point of reputation to any given user, but a total of 5 points per day. Next level ("Level 1") is when you have more than 0 but less than 100 points. You can then give (or take away) up to 5 points per user, but up to 15 points total per day. The higher your level, the higher is your ability to rate others.
Reputation can be positive or negative. New users start with 0 ("Level 0").
You also automatically gain 10 reputation points for each 10 posts you make.
Admin can give or take any number of reputation points. I will usually give no less than 10 points for a forum post with a video or a story which I made into a full-fledged blog post on the site's main page.
P.S. If you dislike that some user is doing, you can rank his posts with 1 or 2 stars, take away his reputation, but most importantly, report unlawful, offensive and otherwise unacceptable posts to me (the icon with the flag in the menu on top of the post). But I sincerely hope that there will be little need for all this.
